An Overview of Cost‑Benefit Analysis

This course provides an introductory overview of cost-benefit analysis (CBA). The course begins by revisiting the foundations of CBA before moving to topics of interest to practitioners, including non-market valuation, discounting, distributional analysis, regulation and summary measures. Attendees will benefit from insights from the literature accompanied by case studies to illustrate key concepts. Drawing on their experience, Catherine and Ken will also provide insights into how CBA plays into decision making in the UK government.

This course is suitable for:

- Economists working on CBA who would benefit from an introductory overview to expand their knowledge in this area to support current or future work.

- Economists who may not actively work on CBA but wish to expand their knowledge in this area.

Tutors

Catherine Connolly has worked on a wide range of economic topics across the public and private sectors, covering macroeconomic forecasting, globalisation and cost-benefit analysis, including working on the 2018 edition of the Green Book.

Ken Warwick is an independent economics consultant. Until April 2018, he was a member of the UK Regulatory Policy Committee (RPC) and before that had 35 years’ experience as a senior economist in UK Government and international organisations.
