Meet our speakers
Stephanie Flanders has been Senior Executive Editor for Economics at Bloomberg News and head of Bloomberg Economics since October 2017. She was previously Chief Market Strategist for Europe at J P Morgan Asset Management in London (2013-17) and BBC Economics Editor (2008-13). She served in the second Clinton Administration as speech writer and senior advisor to US Treasury Secretary Lawrence H. Summers (1997-2001). She has also been a reporter at the New York Times, editorial-writer and economics columnist at the FT and an economist at the Institute for Fiscal Studies and London Business School. In 2016 she was appointed Chair of the Inclusive Growth Commission for the Royal Society of Arts, which delivered its final report in March 2017.
Sir Dave Ramsden CBE joined the Bank to become Deputy Governor for Markets and Banking on 4 September 2017. He is responsible for oversight of Markets and Banking directorates. Dave is a member of the Monetary Policy Committee, the Financial Policy Committee and the Prudential Regulation Committee. He is also the Chair of the RTGS/CHAPS Board. Before joining the Bank, Dave was Chief Economic Adviser to the Treasury and Head of the Government Economic Service from 2007 – 2017. He was responsible for advising on UK macroeconomic policy and was the Government’s representative of the meetings of the Bank’s Monetary Policy Committee. Previous to that he held a number of civil service roles including leading the Treasury work advising on whether the UK should join the Euro. As well as President of the Society of Professional Economists, Dave is a Trustee of Pro Bono Economics and a visiting Professor at Kings College London.
Governor Lael Brainard took office as a member of the Board of Governors of the Federal Reserve System on June 16, 2014, to fill an unexpired term ending January 31, 2026. Prior to her appointment to the Board, Dr Brainard served as Under Secretary of the US Department of the Treasury from 2010 to 2013 and counselor to the Secretary of the Treasury in 2009. During this time, she was the U.S. representative to the G-20 Finance Deputies and G-7 Deputies and was a member of the Financial Stability Board. She received the Alexander Hamilton Award for her service. From 2001 to 2008, Dr Brainard was vice president and the founding director of the Global Economy and Development Program and held the Bernard L. Schwartz Chair at the Brookings Institution, where she built a new research program to address global economic challenges. Dr Brainard served as the deputy national economic adviser and deputy assistant to President Clinton. She also served as President Clinton’s personal representative to the G-7/G-8.
Dr Vitor Gaspar, a Portuguese national, has been Director of the Fiscal Affairs Department of the International Monetary Fund since 2014. Prior to joining the IMF, he was a Special Adviser at Banco de Portugal. He served as Minister of State and Finance of Portugal during 2011–13. He also held a number of positions in European institutions. Notably, he was director general of research at the European Central Bank from 1998–2004. Mr Gaspar holds a PhD and a post-doctoral agregado in Economics from Universidade Nova de Lisboa; he graduated from Universidade Católica Portuguesa.
Dame Kate Barker is presently an NED of Taylor Wimpey plc. She is also Chair of Trustees for the British Coal Staff Superannuation Scheme and Chairman of the Jersey Fiscal Policy Panel, member of the Industrial Strategy Council and Chair of Trustees for the Universities Superannuation Scheme. Previously, Kate was a member of the Bank of England’s Monetary Policy Committee (MPC) from 2001 until May 2010. During this period, she also led two major policy reviews for Government, on housing supply and on land use planning. Before joining the MPC she was Chief Economic Adviser at the CBI.
Prof Jagjit Chadha is Director, NIESR, Professor of Economics at the University of Kent and also part-time Professor of Economics at Cambridge. He was previously Professor of Economics at the University of St Andrews and Fellow at Clare College, Cambridge. He has worked at the Bank of England as an Official working on Monetary Policy and as Chief Quantitative Economist at BNP Paribas, and has served as Chair of the Money, Macro, Finance Study Group. He has acted as Specialist Adviser to the House of Commons Treasury Committee and academic adviser to both the Bank of England and HM Treasury, and to many central banks as well as the Bank for International Settlements, and is the current Gresham Professor of Commerce.
Dr Dambisa Moyo is a pre-eminent thinker, who influences key decision-makers in strategic investment and public policy. She is a top-tier opinion former and trusted advisor on Macroeconomics, Geopolitics and Technology themes. She serves on a number of global corporate boards including: 3M Corporation, Chevron and Conde Nast. She worked at the World Bank and Goldman Sachs for nearly a decade. She is the author of four New York Times bestselling books, most recently, “Edge of Chaos: Why Democracy Is Failing to Deliver Economic Growth – and How to Fix It,”(2018). Dambisa holds a PhD in economics from Oxford University and a Master’s degree from Harvard University.
Sir Ivan Rogers KCMG is a former senior British civil servant, who was the Permanent Representative of the United Kingdom to the European Union from 2013-17.Ivan Rogers served in the Treasury, including as Private Secretary, to Kenneth Clarke, Chancellor of the Exchequer. He then was seconded to the European Commission as Chief of Staff to Sir Leon Brittan, returning to be Director, European Strategy and Policy and later Director of Budget and Public Finances under Gordon Brown. In 2003, Rogers was chosen as the Principal Private Secretary to the Prime Minister, Tony Blair. After three years in this role, Ivan Rogers left the civil service in 2006 to become Head of the UK Public Sector Group at Citigroup. In 2010 Rogers transferred to be Head of the Public Sector Industry Group, UK and Ireland, at Barclays Capital. In 2011, Rogers returned to the civil service as the Prime Minister’s Adviser for Europe and Global Issues and the Head of the European and Global Issues Secretariat, then becoming the senior British diplomat at the EU in 2013. Following the Brexit referendum in June 2016, Ivan Rogers became a key civil servant in the negotiations to leave.
